The Bulawayo City Council says it will change its by-laws to give free leases to businesses to manage their pavements as a way of dealing with illegal vendors.

This was said by the chamber secretary Sikhale Zhou during a meeting with the business community yesterday.

The city was this week expected to conduct a blitz of illegal activities in the city centre which include illegal vending among others but the exercise was put on hold by government.
