The Bulawayo City Council is owed 176 million dollars by residents.
Speaking while presenting his report on the performance of the city in the last five years, Mayor Alderman Martin Moyo said the situation is difficult as suppliers of critical inputs like water treatment chemicals require cash.
He said efforts by the city council to collect rates from residents have failed, and resulted in the city fathers failing to pay its creditors.
Meanwhile, Gweru residents have called on the City Council to spruce up public properties which are currently in a deplorable state.
Gweru Residents and Ratepayers Association president Cornelious Seliphiwe said the city council has neglected public places such as Mkoba hall where the doors are no longer lockable and all toilets are not working, adding that residents are not happy about the shoddy maintenance of council properties.
While residents are paying for service delivery.
